According to Forbes Magazine Peru's congress unanimously passed a law that "would prohibit any public institution from purchasing computer equipment that ties users to a particular type of software or 'in any manner limits information autonomy.' " It hasn't yet been signed into law.

Note that this doesn't require that the government use Open Source Software (OSS), but just requires that it be considered.
